 INTRODUCTION

1.1                 PURPOSE

1.1.1           The purpose of this specification is to define the minimum functional and technical requirements for the Terminal Management System(s) (TMS) required for […] <INSERT PROJECT  TITLE>.

1.1.2           The systems shall be designed to provide product receipt and distribution (by tank truck, and pipelines), product inventory, reconciliation, and plant equipment monitoring and control.

1.1.3           The systems shall establish an integrated product measurement and accountability tool with the capability of communicating all site transaction's process data with the remotely located host computer system provided by others.

1.1.4           This document together with the project specification for Scope of Work and the referenced HVACMEP.SITE standards, material specifications and project specifications shall be used to define the specific requirements of the TMS required for […] <INSERT PROJECT TITLE>.

1.2                 FACILITIES DESCRIPTION

1.2.1           The Facilities description, process description, plant overview, plant operating philosophy and risk area definition shall be as specified in the project specification for Scope of Work and the project specification for Process Control Systems.

 

1.3                 ACRONYMS & DEFINITIONS

1.3.1           When used in this or referenced documents the following words are used in the manner described below: 

·         ‘SHALL’ and ‘MUST’ are used in the imperative sense.

·         ‘WILL’ is used in the preferred sense.

·         MAY’ is used in a permissive sense to state authority or permission to do the act prescribed or provide the function being defined in the prescribed manner, and the words ‘no person may….’ Or ‘a person may not….’ mean that no person is required, authorized, permitted to do the act prescribed, and the words ‘a… may not ….’ mean that the item being described is not required, authorized, or permitted in the prescribed manner.

·         ‘INCLUDE(S)’ means ‘includes but not limited to’.

·         ‘COMPANY’ means a HVACMEP.SITE organization (CONTRY NAME Services COMPANY, CONTRY NAME Overseas COMPANY, HVACMEP.SITE)

·         ‘CONTRACTOR’ means LSTK contractor or EPC contractor depending on the procurement method selected for the project.  There may be more than one CONTRACTOR involved in the project.  In this case, the term CONTRACTOR refers to all applicable contractors.

·         ‘VENDOR’ means the company providing the system to which this specification is applicable.
