MAINTENANCE AND CONTROL OF TRAFFIC
PART 1 - GENERAL
1.1 REQUIREMENTS INCLUDED
A. The Contractor shall provide, by the installation of detours and/or traffic control devices and by the use of flagmen, for the safe uninterrupted flow of vehicular and pedestrian traffic through contract sites unless otherwise provided for in the contract documents, or unless otherwise approved or directed by the Owner. 1.2 SCOPE OF WORK
A. Unless specifically provided for elsewhere in the contract documents, the Contractor shall procure, furnish, construct and/or install, maintain and remove all material, equipment, and labor; and shall perform all work involved in providing for and maintaining the uninterrupted flow of vehicular and pedestrian traffic through the contract construction sites, including detours, temporary pavement, temporary structures, temporary drainage facilities, traffic control devices, dust control and removal of permanent and temporary pavement markings. Work shall also include preparing and obtaining approval of drawings. Traffic control devices shall include speed bumps, rumble strips, and barrels; control, parking, street names, directional, regulatory, warning, detour, and danger signs and signals; temporary barricades and guard rails; paint, posts, lumber and hardware; temporary lighting, overhead warning signs, pavement markings and flashing lights; flags, personnel safety equipment and apparel, and flagmen; and electrical generators and batteries.
B. The Contractor shall be responsible for anticipating changes in traffic conditions, and shall be responsible for modifying or revising traffic control facilities and traffic control devices in response to changes in traffic conditions and in environmental conditions. 2 1.3 DEFINITIONS
A. Detour: A temporary road or walkway maintained for safe public vehicular or pedestrian traffic through or around a construction or other hazardous areas.
B. Traffic Control Device: A sign, signal, marking or device placed on, over or adjacent to a vehicular or pedestrian walkway to warn, regulate or guide traffic.
1.4 REQUIREMENTS OF LOCAL AND REGULATORY AGENCIES

C. Contractor shall obtain a "Construction Excavation Permit" from the Owner prior to starting any temporary traffic control or road work.
1.5 REFERENCES AND STANDARDS
A. Standards for Road Safety Features are published by the Maintenance Department of the Ministry of Communications of the hereinafter referred to as MOC standards.
B. Detours, traffic control devices, and traffic control procedures shall conform to the MOC standards, supplemented by the HVACMEPGuidelines for Maintaining Traffic During Street and Highway Construction and Maintenance Operations.
1.6 SUBMITTALS
A. Traffic Plan:
1. Not later than 90 days after the effective date of the contract Notice to Proceed, and not later than 21 days before beginning any activities for which the contract requires the Contractor to provide for the safety and flow of traffic, whichever results in the earliest date, the Contractor shall submit to the Owner for approval a traffic plan with complete documentation of its plans for all traffic control required to prosecute the contract work. The traffic plan shall include both textual descriptions and layout drawings of locations, traffic patterns, traffic channelization, traffic control procedures and traffic stages or sequences which the Contractor proposes to implement in order to prosecute the contract work.
2. The approval of the traffic plan by the Owner shall be considered as general, and such approval shall not be construed: a. As permitting any departure from the contract requirements.
b. As relieving the Contractor of the responsibility or liability for any errors or omissions.
c. As approving departures from standards referred to herein.
B. Working Drawings:
1. The Contractor shall prepare working drawings for each traffic location, traffic pattern, traffic channelization, and traffic stage or sequence. The working drawings shall contain complete details of detours, road crossings by Contractor's operations, infringements of traveled ways by Contractor's operations, traffic control devices, and flagging proposed by the Contractor. The Contractor shall deliver one (1) sepia, three (3) prints of the working drawings, and plus CD-recordable ( CD-R) disks with ISO or equivalent format, which allows to read the disk in most standard CD-ROM drives to the Owner, with a letter requesting review and tentative approval of the working drawings, not later than 21 days before the Contractor's scheduled date for activation of each traffic pattern, traffic channelization, and traffic stage or sequence at each location.
2. The Owner will review the working drawings, add comments as necessary, and return two prints of the drawings, with comments, marked "TENTATIVELY APPROVED." Such tentative approval shall be considered as approval to construct or install traffic control facilities and traffic control devices in accordance with the Contractor's working drawings modified to conform to the comments made by the Owner. However, tentative approval shall not be considered as approval for the Contractor to activate the constructed or installed traffic control facilities and traffic control devices. Activation will not be permitted until after the Owner has inspected and given final approval to the drawings and installations.
1.7 INSPECTION AND ISSUANCE OF APPROVAL
A. Notification: The Contractor shall complete all construction and/or installation of traffic control facilities and traffic control devices, and shall deliver notification to the Owner that the facilities and devices are complete and in place not later than 72 hours before the Contractor's scheduled activation of the facilities and devices.
B. Inspection: The Owner will inform the Contractor of a scheduled time for inspection of the subject traffic control facilities and devices. The Contractor's authorized representative shall participate in the inspection with the Owner's representatives. The inspection group shall:
1. Determine whether the details of the tentatively approved working drawings have been implemented. Deficiencies, if any, shall be noted.
2. Examine the entire traffic control facility and devices critically to determine whether current environmental conditions and/or traffic conditions have changed from the conditions anticipated in the working drawings, and whether such changes necessitate revisions to the subject facility and devices.
C. Response to Inspection: Appropriate modifications, revisions and/or comments shall be made on the working drawings by the Contractor and the inspection group, and the Contractor shall implement subject modifications, revisions and/or comments. The Contractor shall submit one (1) sepia and three (3) prints of the subject drawings to Owner for approval.
D. Approval: The Contractor shall not interrupt or alter the flow of traffic without prior written approval from the Owner, accompanied by two (2) prints of the modified or revised working drawings and comments stamped "Work May Proceed - Minor Comments" or "Work May Proceed - No Comments."
1.8 RESTORATION OF SITE
A. Upon completion of the need for temporary facilities and devices required by this section, the Contractor shall remove all such temporary facilities and devices and shall dispose of them in accordance with the requirements of the contract conditions.
B. Upon completion of removal of temporary facilities and devices, the Contractor shall restore the site location to either:
1. Meet the requirements of construction to be performed under this Contract, or
2. Meet the requirements of the drawings and specifications of the Contract under which the site was originally improved.
