SATELLITE INSTRUMENT and Printer Building Specification

This specification defines the requirements for the design, engineering, fabrication, packaging, shipping and delivery of Satellite Instrument Buildings (SIB) and Printer Buildings (PB).

This specification shall be used for buildings housing TMS equipment supplied in accordance with this Functional Specification.

The TMS VENDOR shall carry out the following activities in accordance with this specification and referenced documents.

·         Design and fabrication of the SIB and Printer buildings;

·         Installation of TMS equipment in the SIB and Printer buildings;

·         Design, supply and installation of UPS

·         Design, supply and installation of auxiliary equipment/systems;

·         Testing of all equipment;

·         Delivery to site and checking of installation of building.

Each SIB shall contain TMS equipment as specified in section 3.4

In addition to the above the TMS VENDOR shall provide power supply, air conditioning, fire detection and lighting equipment which shall include but not be limited to the following items:

·         Uninterruptible Power Supply System;

·         Heating and Air-conditioning Units;

·         Moulded Case Switch;

·         Service Transformer;

·         Bypass transformer;

·         Electrical Distribution Panels;

·         Smoke Detectors;

·         Lighting Fixtures and Receptacles;

·         Emergency Lights and Exit Signs;

·         All Interior Wiring and traywork.

·         Exterior traywork

The TMS VENDOR shall be responsible for all design, construction, testing and delivery in accordance with this document.

1.5                 Environmental Conditions

Design and fabrication of the buildings shall consider the environmental conditions specified in engineering specifications HVACMEPES-A-112.

1.6                 Building Design

The TMS VENDOR shall design the building based on the supplied equipment and accessories.  The design shall include for anchoring of the building in line with the supplied foundation drawings.  The building shall have adequate space to facilitate opening of doors, pull-out and insertion of the largest module/ assembly in the cabinet and access for maintenance and operations purposes.  Additional space shall be allocated in some SIB's for a Tank Gauging Interface Cabinet to be supplied by another VENDOR and installed by the Site Installation Contractor (dimensions to be supplied during detailed design ).  Adequate space shall be allowed in all buildings for routing and segregation of cables.  Cable quantities and dimensions shall be supplied during detailed design.

All PB's shall have one standard design and dimensions.  SIB design shall be standardized to reduce costs but different dimensions and layouts are allowable where appropriate.

The following diagrams Figure 1 and                                 Figure 2 give possible equipment layouts and suggested, approximate dimensions for SIB and PB.  The layouts and dimensions are for guidance only and it is the responsibility of the TMS VENDOR to design the buildings to take into account all factors.  The TMS vendor shall be responsible for marking up all foundation drawings with any changes.  It shall be noted that as the PB's will be located in the traffic pattern, minimization of size is a factor.

The VENDOR shall design and supply lugs to be used for erection work.

1.7                 Building Specification

The building structure shall be engineered, designed, fabricated and tested in accordance with material specifications 12-SAMSS-014 (Pre-Engineered Metal Buildings).  The buildings walls, ceiling and floors shall be fabricated of steel panels.

All supplied equipment shall be securely fastened to wall, floor or ceiling as appropriate.

Flat concrete foundations will be supplied for all buildings.  The TMS VENDOR shall be responsible for the design and supply of the building anchoring and for the supply of installation instructions.  Any modification required to the foundation to allow for building anchoring shall also be specified by the TMS VENDOR in the installation instructions.

The occupancy category of the building is Type IV - Standard Occupancy Structure as referenced in Table 23-K of the Uniform Building Code (UBC).

The following are the maximum heat transmission coefficients (U):

Roof Panels:

0.45 W/m2k;

Exterior Walls:

1.19 W/m2k;

Exterior Walls (air conditioned):

0.568 W/m2k.

Interior and exterior wall and roof panels shall be pre-painted white completely.

Floor design load shall be provided by the TMS VENDOR.

Minimum roof live load approximately 20 lbs./ft.2

The roof wall covering shall be designed for the ambient temperature range of -1°C to 40°C and internal temperature of 18°C to 30°C.

1.8                 Uninterruptible Power Supply (UPS) Systems

The UPS systems shall be supplied by the TMS VENDOR in accordance with Section 7.12.  Each UPS shall be installed and wired in the SIB by the TMS VENDOR.  See Figure 3 and 4 for the simplified one line diagram.  The TMS VENDOR shall determine the location, the kVA capacity and wiring connections.  Electrical load figures for equipment not supplied by the TMS VENDOR shall be supplied by HVACMEP.WEBSITE.

1.9                 Auxiliary Equipment

Auxiliary Equipment power supply shall be 220/127 VAC or 208/120 VAC, three phase, 4-wire system fed from the Main Distribution Panel located in the SIB.  See Figure 3 for the simplified one line diagrams.  Note that these figures are typical only and the TMS VENDOR shall design the electrical power distribution in accordance with the site specific drawings as supplied for each site.
